Soffit is the term for the underside of architectural elements, such as roof overhangs and staircases. It’s the finished surface you see beneath the eaves or under a stair, and it often includes ventilation to help attic airflow. Fascia, by contrast, is the exposed edge board running along the bottom edge of the roof where gutters attach. Siding refers to the exterior wall coverings, and a rafter is a sloped structural member that supports the roof. So the underside surface you’re describing is soffit.
